Every spring, American cities publish press releases celebrating their latest round of road repairs. Ribbons are cut. Asphalt is laid. Officials pose for photographs. What those announcements rarely include is the methodology behind the decisions—which streets were scored, how badly they rated, and why certain neighborhoods consistently rise to the top of the work order while others wait years for a patch.
That information exists. In most cities, it lives inside asset management platforms, pavement condition indices, and geographic information system databases maintained by public works departments. The question is whether the public can see it—and in a troubling number of jurisdictions, the honest answer is: not easily, and sometimes not at all.
The Data That Should Be Yours
Modern municipal engineering relies on systematic road assessments. Crews or contracted vendors drive every lane of a city's street network, recording surface distress scores using standardized metrics such as the Pavement Condition Index, or PCI. A PCI of 100 represents a perfect road; anything below 40 is generally considered in poor condition and a candidate for immediate reconstruction.
In theory, that data produces an objective repair queue—the worst roads get fixed first, regardless of zip code. In practice, the scoring data is frequently treated as an internal planning document rather than a public record. It is uploaded to enterprise software that residents cannot access, summarized in budget presentations that omit street-level detail, or simply never published at all.
The result is a system where residents cannot confirm whether their neighborhood's crumbling block scored a 28 or a 55, whether it was even included in the last assessment cycle, or how its condition compares to a recently repaved street two miles away. Without that baseline, accountability is nearly impossible.
Why Opacity Persists
City officials offer several explanations for keeping granular road data out of public view. Some cite liability concerns—publishing a list of roads in poor condition, the argument goes, could expose the city to lawsuits if an accident occurs on a documented hazard. Others point to the complexity of the data, suggesting that raw PCI scores are easily misinterpreted without engineering context.
Those concerns are not entirely without merit. But critics argue they are routinely overstated, and that the more consequential effect of data restriction is insulating prioritization decisions from scrutiny. When the scoring methodology and the resulting repair queue are invisible, it becomes difficult to detect—let alone challenge—patterns of inequitable investment.
Research on infrastructure equity in American cities has repeatedly found that lower-income neighborhoods and communities of color receive deferred maintenance at higher rates than wealthier areas, even when controlling for road usage and age. Without public data, residents in affected communities lack the evidence needed to make that case before a city council.
Cities That Get It Right
Not every municipality treats road data as a state secret. Several mid-sized and large cities have made meaningful strides toward transparency, and their approaches offer a practical model.
San Jose, California, maintains a publicly accessible pavement condition map that allows residents to look up individual streets by address. Seattle publishes its annual Street Maintenance Report with block-level condition scores. Pittsburgh has integrated road condition data into its open data portal, where it can be downloaded, filtered, and mapped by anyone with an internet connection.
Common to each of these examples is a deliberate policy decision to treat infrastructure data as a public asset rather than an internal planning tool. That decision did not emerge spontaneously—it followed sustained pressure from residents, journalists, and civic technology organizations who demanded access and refused to accept vague assurances in its place.
What You Can Do
If your city has not voluntarily published its road condition data, you have several avenues to pursue.
File a FOIA request. The Freedom of Information Act and its state-level equivalents give residents the legal right to request government records, including pavement assessment data, work order histories, and repair prioritization schedules. Contact your city's public records office and request the most recent pavement condition index scores for all assessed streets, along with the methodology used to generate the repair queue. Be specific: name the software platform your city uses if you can determine it, and request records in a machine-readable format such as CSV or shapefile rather than a PDF summary.
Use GIS and open data tools. Even before filing a formal request, check whether your city already publishes road data through its open data portal or through state transportation department databases. Tools such as the Federal Highway Administration's Highway Performance Monitoring System contain some street-level data that is publicly available at no cost. Platforms like ArcGIS Online and Google My Maps allow community groups to visualize and compare data across neighborhoods without advanced technical skills.
Document conditions yourself. Resident-generated documentation carries weight when formal data is unavailable. Photograph deteriorating road surfaces with geotagged images, log reports submitted through 311 systems and track response times, and compile a neighborhood inventory of unaddressed hazards. This kind of community-assembled evidence base has been used effectively in city council presentations and local media campaigns.
Build coalitions and apply public pressure. Individual FOIA requests are useful; organized community campaigns are more powerful. Connect with neighborhood associations, local business improvement districts, and civic technology groups in your area. Bring documented evidence to public meetings and request agenda time to present your findings. Ask your city council representative to sponsor an ordinance requiring annual publication of road condition data—several cities have adopted such requirements following sustained constituent advocacy.
The Accountability Gap
Infrastructure investment is among the most consequential ways a city allocates public resources. Roads affect commute times, property values, emergency response speeds, and pedestrian safety. When the data underlying those investment decisions is hidden from the people paying for them, accountability breaks down—and inequitable outcomes become easier to sustain.
Transparency in road management is not a technical luxury reserved for well-resourced cities. It is a basic expectation of democratic governance. The cities that have embraced it have not collapsed under the weight of public scrutiny—they have, by most measures, improved both the quality and the equity of their infrastructure programs.
